a Fine art photographer difference

What makes a fine art photographer different from those common photographers or commercial photographers?

There is a big different, because art photographer make images in a artistic perspective, but common photographer are just technically taking images with all the good lighting and bla bla bla....(true?) while art photographers does care about is not the image, they are just interested in the support of it and the medium of the photography,creating something they called ART,(really?) well it depends on what is the photographer is trying to show the viewers, here come interpretation, you want people to view your work, without words being written or spoke to explain and they understand what you are trying to show.
